[edit] weatherization

The utilities section says that Seattle offers low-income homeowners and renters help with weatherization. However, at the link, I can find nothing for renters, only for low-income building owners and maintainers of low-income housing. DanKeshet 17:13, 17 Jan 2005 (PST)
